Offshore in Three Countries
Teleca has established itself with excellent offshore operations in three countries to date. Our first offshore office, Teleca Russia, is a first-rate Russian IT company in the field of offshore programming. It is also one of the Top 100 companies of Russia. WIth more than 400 projects successfully completed in software development and testing during 15 years, and with leading IT companies as cusromers, Teleca Russia was the first Russian company to successfully pass the SEI CMM Assessment for Level 5.

Collaboration with Universities
In recent years, Teleca Russia has been collaborating with the two leading universities of Nizhny Novgorod introducing and applying new in-depth programs of specialist training: Nizhny Novgorod State University and Nizhny Novgorod State Technical University. The purpose of this collaboration is to train highly qualified specialists for working in Teleca Russia and other companies, teaching the IT specialists of tomorrow to match modern professional requirements.

At present, more than 1,000 software developers and test engineers are working for Teleca Russia. The work intensity, the increasing number of orders, and the fact that there aren’t enough highly qualified specialists around Nizhny Novgorod, have all led to the creation of regional business units (RBU). The first RBU was opened in 2005 in Cheboksary in collaboration with the Chuvash State University.  To read more about the success of Teleca Russia, please refer to the case studies about Push-to-Talk over Cellular and Multimedia.

In 2007, Teleca opened an APAC Outsourcing Center in Chengdu, China, along with a European nearshore center in Łodz, Poland. The APAC Outsourcing Center in Chengdu will expand to 500 engineers by 2010 and initially provide direct service to local customers in China. Key skills focus in the APAC outsourcing center will include Windows Mobile, Linux, Symbian and S60. Initial projects were started there in July 2007. The nearshore center in Łodz doubles as an internal nearshore office for IT operations. There are both testing and software development resources available.
